本年の研究では1990年代のクリントン政権下で行われた要扶養児童家庭向け生活扶助改革に対するアメリカ合衆国民の意識をサーベイデータに基づいて分析した。この福祉改革は、60年間続いてきた「要扶養児童家庭扶助」(AFDC)を廃止し、「貧困家庭一時扶助」(TANF)という名の各州への包括補助金へと再編するものであった。そして、この福祉改革が注目されたのは、受給者に受給後二年以内に州政府の規定した就労活勲へ従事することを義務付け、一生涯での受給期間を五年に制限した点であろう。その意味で、この福祉改革はアメリカ福祉国家における「ウェルフェア」から「ワークフェア」へという政策潮流の一つの到達点であった。本研究では、American National Election Studies 1994 Data Setという世論調査を分析することで、どのような政治的・経済的・社会的背景が個人の福祉改革への支持・不支持に影響しているのかを深った。とりわけ、福祉国家論では通説となっている「ミーンズテストに基づいた生活扶助は中・上所得層からの支持を得られにくいので福祉削減の対象となりやすい」という仮説の妥当性を検討した。回帰分析による分析結果は、たしかに回答者の所得階層は強く福祉改革への態度に影響を与えているが、経済的な保守主義度や社会的な保守主義度といったイデオロギー的要因もまた社会階層の影響とは別に、独自の影響を福祉改革への態度に持っていることを明らかにした。
