都道府県別・品目別の価格データから、「絶対的購買力平価」の計測方法であるRao and Timmer (2000)のCountry-Product-Dummy Method（以下、CPD法）を適用してサービス分野の各産業別に都道府県間価格差指数を推計した。CPD法では、他の指数作成方法では必要となる品目ごとのシェアの情報が不要であるが、そのために加えられる仮定は、各地域の個別品目の価格は、地域間価格比要因と、品目間相対価格要因の掛け算からなるというものである。その際、以前の研究で取り扱いが不十分であった卸売・小売業の扱いに特に注意を払った。その元データは、総務省「小売物価統計調査」から、卸売・小売業の流通取り扱いの対象となる約500品目余りを対象とした。これら対象品目は、調査品目ごとに品質、性能、特性を規定し、品目によっては商標、規格、型式番号などを指定して、品質などのばらつきが影響しないようにして、調査品目ごとに地域での販売数量の多い店舗を選定して販売価格が調べられている。また、この価格データをそのまま使うのではなく、SNAマニュアルで卸売・小売業の名目生産金額を「商業マージンの総額」と定義し、日本の国民経済計算や産業連関表でもこの定義に従っていることから、対応する価格データもこれに準じて定義することにした。「産業連関構造調査（商業マージン調査）」において産業連関表中分類レベルで小売段階、卸売段階別にマージン率が調査されているので、これを品目ごとに当てはめて商業マージンを抽出する。小売価格からこれらの流通段階の商業マージンを除いたものは生産者価格になるが、生産段階の中間投入に含まれる流通マージンは「2005年都道府県間産業連関表」から卸売・小売業の投入係数を使って求めた。こうして求めた品目別マージン価格にCPD法を適用した。
