「本研究の目的」は、自然資源の異時点間における配分問題を、動学ゲーム理論を用いて解析的に分析することである。2022年度は、政権が交代する可能性を含んだ有限期間及び無限期間の動学ゲームモデルを構築し、来期政権を失う可能性のある政府が、現在の公共財の生産と公共財生産に使用される技術への投資へどのように資源配分を行うかについて解析的に分析を行った。生産技術へ投資を行うと、将来はより良い技術のもとで公共財を生産することが可能となり、将来の公共財の供給の増加につながる。このような設定のもとで、公共財に対する選好が異なる２つの政党（プレイヤー）の最適戦略を導いた。また、投資が不可逆的であるケースと投資が可逆的であるケースの２つのケースについて考察した。公共財に対するウェイトが高い政党と低い政党とで最適な技術水準には違いが生じる。投資が可逆的である場合は、政権が交代すると新しい政党の最適な技術水準が達成され、定常状態における技術水準の分布は低水準と高水準がそれぞれ同じ確率で生じるという結果になった。一方、投資が不可逆的であるケースでは、政権を取ってもすぐには最適な技術水準へ移行出来ないという可能性が出てくる。このようなケースにおいて、２つの政党の非対称性が大きい場合は、公共財へより大きいウェイトを置く政党は投資が可逆的であるケースよりも技術投資を増加させるという戦略を取る。高い技術水準を維持し公共財生産のコストを下げることで、自身が政権を失ったとしても、将来政権を取った政党がより多くの公共財を生産するというインセンティブが働くからである。これらの結果より、投資が不可逆的であることが全体として技術水準を高めより多くの公共財を生産され、より効率的な資源配分が達成されるという結果となった。研究成果については、セミナーや学会等で報告し、論文としてまとめている。
