本プロジェクトは、マニラの再居住地における貧困化過程を所帯構成の変化から読み解くというものであった。現地調査からは、貧困を生きる人びとにとって「同居すること」は、ときにたいへん困難なものであることが見てとれた。貧困であるということは、家族が同居できないことでもある。出稼ぎに行ったり、家賃を準備できなかったりして、同居生活が継続できない。こうした同居の単位となる「世帯」をめぐっては、イマニュエル・ウォーラーステインの「世帯」論と重ねて理解することの必要性も見えてきた。この前提にあるのは、マニラの貧困世帯は、生活の単位のなかに、つねに余人を抱えていることの重要性であることがわかった。スクオッター世帯には、各所帯に余人がいる。そうした人びとは、現地では「イスタンバイ（istambay）」と呼ばれる。この言葉は英語で言うstandbyと同様の意味を備えており「控えている者」というニュアンスを持っている。何をするわけでもないが、所帯に居候している人びとがいるのである。そうしたイスタンバイたちは、水を買ってきて家に運び込んだり、子守りをしたり、あるいはテレビをずっと観たりしている。しかしこのイスタンバイは、洪水が起きたときなどには、大活躍する。赤ん坊を避難させ、家具を移動し、逃げ遅れた人を救出する。スクオッター生活から導かれる哲学は、「余人を以って替えがたい」仕組みを作ってはならないことである。余人では替えが効かない仕組みだと、もし所帯主が病気になったり、さらには亡くなってしまえば、生活が壊滅してしまう。特定の個人の能力に依拠して生きることは、貧困下を生き延びる上ではご法度なのである。そうではなく、余人を巧みに使って、「みんな」で「回す」仕組みを作ることこそに、スクオッター生活のレジリエンスが見てとれた。
