本研究は、韓国のソウル型住民自治会モデル事業における地域自治の仕組みづくりの制度改革の動態の把握を通じて、コミュニティ・レベルでの住民自治のあり方を考察することを目的としている。令和4年度では、ソウル型住民自治会モデル事業が推進された背景や目的に関する情報収集を行い、その法的な特徴や規定について調査した。さらに、ソウル型住民自治会モデル事業の推進状況や直面している課題について、既存文献やソウル市が公表している政策資料や統計データなどを中心に整理分析を行っている。また、住民自治会モデル事業を推進する上で、市民活動団体と行政のインターフェースを担う中間支援組織の役割や機能、課題についても先行研究を中心に論点整理を行った。これらの情報収集と分析・整理を通じて、ソウル型住民自治会モデル事業の基礎情報を得ることができた。2017年10月に、ソウル市は「ソウル型住民自治会」制度を提案し、各自治区に住民自治会の設置を促している。各自治区では、ソウル市の「ソウル特別市〇〇区住民自治会設置・運営に関する条例（案）」に基づいて住民自治会の設置に取り組み、2021年6月現在、22自治区236洞で住民自治会が構成・運営されていることが分かった。また、住民自治会が形成された後、それに関わる市民団体の支援や官民協働をコーディネートするために洞自治支援官が配置されている。洞自治支援官は、マウルづくりの専門家として、広報活動や住民自治学校の運営、委員選定結果の案内、住民とのコミュニケーションに従事している。また、地域住民の積極的な参加や地域活動の拠点づくり、民間企業やNPO、地域団体の役割も重要視されており、地域社会の意向を行政に反映させるためには、コミュニティ・レベルでの民主的なガバナンスの構築が求められていることが分かった。
