日本はここ数年で、外国人介護労働者の受入れの為の在留資格を創設するのみならず、在留資格を切り替えれば最長10年間の日本滞在を可能にした。そこで本研究は、外国人介護労働者（EPA介護福祉士／候補者、技能実習生等）が、日本に定着していくことが期待される生活者としての権利である年金・医療等の社会保障という新しい視点から、現場の実態把握を行うことを目的としている。具体的には、（１）施設長と外国人介護労働者の両者に対してアンケート調査を実施し、社会保障（社会保障協定を含む）に関する知識や考え方や両者のギャップ、利用実態等を把握するとともに、（２）調査で得られたデータ分析を基に、外国人介護労働者の日本定着に関する要因関連図を構築することである。令和４（初）年度は、①外国人介護労働者（EPA介護福祉士／候補者）の受入れ実態および社会保障に関する先行研究レビューを行い調査仮説を構築する。並行して調査票発送用宛名ラベルの準備をする。②仮説を落とし込んだ、施設長および外国人介護労働者を対象とした２種類の調査票を開発し、プレテストを実施する。③研究倫理委員会の承認を経て本調査を実施する、という３段階を計画していた。令和４年度の研究成果としては、①先行研究レビューおよび調査票郵送用宛名ラベルのデータ化および印刷、郵便後納封筒等は準備終了した。②の調査票開発は、先行研究が少ない年金・医療に関する社会保障に関する調査項目の作成に時間がかかったが、施設長用の調査票開発は終了した。現在、外国人介護労働者（EPA介護福祉士／候補者）用調査票を開発途中である。こちらの調査票に関しては、そもそも外国人介護労働者がどの言葉までならわかるのか、どれくらい知っているのか等、２か所の受入れ施設現場で外国人介護労働者に対してヒアリングを行い、現在、より妥当性の高い質問項目を慎重に吟味している最終段階である。

Japan has a number of years, foreign residents can stay in Japan for up to 10 years, and their residence status can be replaced. In the beginning of the fourth year of the decree, ① the preliminary research on the reception status and social protection of foreigners (EPA welfare workers/candidates) shall be conducted. To open and implement the investigation of 2 kinds of investigation documents for the purpose of investigation and protection of foreigners. 3. The approval of the Ethics Committee for this investigation shall be carried out in three stages. The research results of the fourth year of this year are as follows: (1) the preparation of the first research report, the investigation report, the post application report, the printing report, the post application report, the post application report, etc. (2) The investigation ticket development, advance research, pension, medical care, social protection, investigation project preparation time, implementation of long-term investigation ticket development. Currently, the foreigner protection worker (EPA protection worker/candidate) is in the process of developing with the investigation ticket. 2. The final stage of the investigation is to carefully examine the questions concerning the operation, present and appropriateness of the foreign media workers at the reception site.
