本研究の目的は、これまで限られた枠内で行われてきた日本の外国人児童生徒教育を発展させ、多文化共生教育の担い手となる一般教員を育成する教師教育プログラムを提案することである。北米における人種や文化に対する教員の意識改革の内容を含んだ教師教育実践を参考に、教員養成段階及び現職研修の2種類の教師教育モデルプログラムを開発し、提案する。当該年度は4年計画の1年目であり、教師教育や異文化理解研究の理論と実践に関する国内外の先行研究を考察し、本研究で用いる分析の枠組みを検討した。具体的には、アメリカの教師教育研究者による人種や文化に対する教員の意識改革を促す多文化教師教育の理論研究や北米の大学教育学部の多文化教師教育関連の授業実践を扱った研究論文を収集・整理し、批判的読解を進めた。その過程で、多くの研究が批判的人種理論（Critical Race Theory）に依拠して議論を展開していることがわかった。一方、批判的人種理論は昨今の北米の学校教育現場において問題視されている理論であり、アメリカでは批判的人種理論に基づく学校教育活動の禁止に踏み切る州や、カナダでも批判的人種理論に依る多文化教師教育の採用には慎重な姿勢をとるべきとの意見が学識者から表明されていることも判明した。このことから、批判的人種理論についての理解を深めておくことが本研究課題を進める上では必須の作業であるという考えに至り、人種差別や偏見を扱った社会心理学の文献や批判的人種理論に関わる社会学の知見を広く活用しながら、賛否両論の立場から批判的人種理論を考察することに取り組んでいる。
