6月にDalhousie University (Halifax, Canada)で開催されたカナダ教育学会(Canadian Society for the Study of Education, Conference 2003)に参加し、前年度からの継続研究である本研究の成果を口頭発表した。発表の題名は"Perceptions of Cultural Diversity in Public Education Systems : A Comparative Study on Educational Policies in Ontario and Tokyo"。発表では、言語や習慣などの人類学的文化と社会参画スキルを指す社会学的文化の両立を目指す二次元で構築された多文化教育理論モデルに「他者との関係性」を積極的に伸長させる第三の次元を加えた多文化教育の新たなモデルを提示した。そのモデルを比較手法的に用いて行ったオンタリオ州と東京都による既存の教育政策の評価について説明した。そして、明らかにされた政策上の課題と影響要因の考察を行い、聴衆との議論の機会を持った。カナダの事例については、国内で人口の多文化化が最も顕著なオンタリオ州の公教育政策に関わる諸経験を取り上げ、多文化社会における公教育の原理の様相を、移民政策、多文化主義政策の内容の変遷と関連づけて考察した。一方、日本の都市部における外国籍の子どもたちに対する教育政策が、依然、日本人対外国人を二項対立で描きだす国民国家パラダイムの原理に基づいたものであり、多文化化する社会の新たな公教育像を作り出すためには、既存の発想からの脱却が必要とされることを論じた。この口頭発表に対する反応や議論からも、多文化社会における公教育は、国民国家的思想基盤に拠らない新たな統合目標を涵養する場として、既存の発想からの転換が期待されていることを確認した。

In June, Dalhousie University (Halifax, Canada) opened the Canadian Society for the Study of Education, Conference 2003 to participate in the first and last year's research and to present the results of this research orally. Perceptions of Cultural Diversity in Public Education Systems : A Comparative Study on Educational Policies in Ontario and Tokyo. The cultural and social parameters of anthropology, speech habits and sociology are indicated in the second dimension of multi-cultural education theory, and the third dimension of multi-cultural education is actively extended. The evaluation of existing educational policies in Tokyo and the United States In the future, the policy issues and the opportunities for discussion will be discussed. A case study on the relationship between the multiculturalization of the domestic population and the evolution of the principles of public education in a multicultural society, immigration policies and multiculturalism policies. On the one hand, the Ministry of Urban Affairs of Japan and the Ministry of Foreign Affairs of Japan have made two opposite statements on the education policy of foreign nationals and foreigners. On the other hand, they have made two opposite statements on the basic principles of the national government and the new public education image of multicultural society. This oral presentation confirms the importance of public education in a multicultural society, the ideological foundation of the national state, the goal of new integration, the field of education, and the expectation of change in existing ideas.
