项目摘要

本研究では1949年の教育課程審議会設置から2000年の同審議会廃止までを対象とし、1）教課審の審議組織構造、2）教課審及び関連会議の全委員、3）教課審の審議内容を可能な限り明らかにすることを目的としている。検討は史資料の分量を考慮し、3年間を3期に分けて検討を行う。今年度は第1期として1949-1950年代を対象とした。主な検討結果は次の通り。1）『文部省年報』（各年度）に審議会開催回数及び委員人数が記録されていることがわかり、審議会関係会議開催状況を確認することができた。記録には小委員会の開催状況が含まれていたが、特別委員会に関する記録は掲載されていなかった。2）旧文部省職員旧蔵資料には教課審議事録だけでなく、教課審に先立ち開催された省内連絡会議、局議（初等中等教育局局議）等の記録も収録されており、教課審と同時進行で文部省内において検討が進んでいたことが確認できた。また1953年頃から教材等調査研究会と連絡をもつようになった。同会は大臣裁定による組織である。規程等は今のところ見つけ得ていない。3）教課審（仮）議長や会長には、当初から山形寛（元・文部省図書監修官）、青木誠四郎（元・文部省教材研究課課長）など、元文部省職員が選任されていたことも明らかになった。　4）議事録は1953-54年、1956-58年開催のものが多く、これらの時期に関しては審議内容を詳細に把握できる。例えば、職業教育課長として中学校職業・家庭科教育の改革に取り組み、その後中等教育課長として「技術科」設置に重要な役割を果たした杉江清は、1953年の高等学校教育課程改善特別委員会において高等学校普通課程男子生徒にも「技術的実践的な学習」の機会を設けることを提案していたことがわかった。高校技術科設置構想とでもいうべき画期的な構想である。普通課程女子生徒の家庭科履修はこれと対を成すものとして考えられていた。
