今年度は、学級規模と学習環境の関係について定量的に検討した。具体的には、学級規模の相違によって、授業の開始遅れ、授業の中断、教室内の騒がしさといった学習環境に違いが見られるのか、その基礎的分析を行った。分析は、OECDが教師を対象として学校の学習環境および勤務環境を調査した「教員指導環境国際調査」（TALIS）をもとに行った。分析の結果、第1に、学級規模と学習環境状況（授業の開始遅れ、授業の中断、教室内の騒がしさ）の関係は、小学校、中学校、両者ともに、線形ではなく二次曲線の形状が確認され、限界効用逓減の状況であることが示唆された。第2に、小学校の場合には、学級規模と学習環境状況は、学級規模大きい場合において、学習環境状況に改善の余地があることが確認された。また、学級における低学力層がいる場合といない場合に分類して学級規模と学習環境の関係を確認した場合、低学力層がいる場合の方が、学習環境において改善の余地があることが確認された。第3に、中学校の場合には、学級規模が大きい場合だけではなく、小さい場合でも学習環境状況に改善の余地があることが確認された。このことから、小学校と中学校では、学級規模が学習環境状況に及ぼす影響が異なることが示されていた。
