项目摘要

自然災害など緊急事態下におけるトラウマからの回復には遊びが重要な役割を果たす。しかし、日本国内における災害後の子ども支援といえば、心のケアや学習支援が主流であり、遊びの支援は後回しにされがちである。避難所に遊び場が設置されることは稀であり、罹災証明の発行や片付けなど生活再建に向けて保護者が動き出すための日中の子どもの居場所が欠けている。災害後の遊び支援は子どものみならず社会全体の課題であるが、未だ顕在化していない。そこで本研究では、広域大規模災害時に外部から被災地域に駆けつけ遊びの支援を行う災害派遣遊びチームの社会実装に向け、東日本大震災後の岩手県沿岸地域を事例として、その課題を明らかにすることを目的とする。東日本大震災後の岩手県沿岸地域では、全国から派遣された専門職による複数の遊び支援チームが活動を展開した記録がある。そこで、質問紙・ヒアリング調査を通して課題を抽出し、災害時の子どもの遊びの権利を保障し、遊びによって子どもの回復を促す制度構築をめざす。具体的には、研究協力者である岩手県立児童館いわて子ども森の長﨑由紀チーフプレーリーダーから紹介していただいた外部から来た支援者と沿岸地域での受け入れ側支援者へのヒアリングを行う。初年度調査では、東日本大震災後の岩手県沿岸地域で行った遊び支援について、研究協力者の助言により、まずは外部から来た支援者の全容を把握すべく、全体のコーディネートを行った支援者へのオンラインヒアリングを実施した。そのヒアリングをもとに、外部から来た支援者である「いわて子ども遊び隊」へのヒアリングを行った。また、震災後に生じた２０１６年８月に岩手県岩泉町を襲った台風１０号とその後の遊び支援についても岩手県社会福祉協議会にヒアリングを行なうことができた。なお、沿岸地域の受け入れ側支援者に対しては、研究協力者と共に調査対象の選定を行った。
