项目摘要

縮減が進む地域において、利活用が滞った空家・空地の経年集積により生じる「空家・空地群」の増加が顕在化しており、その拡大・荒廃に対する住環境保全の仕組みが求められる。本研究は、居住誘導区域外に位置する斜面住宅地（北九州市八幡東区枝光一区・二区）を対象として、経年的な空家・空地の実態調査および地域のまちづくり活動の記録をもとに、(1)空家・空地群の形成傾向（量的推移、状態変化）と、(2)群形成過程での所有者や周辺住民、町内会等の対処行動(保全、転用、放置、撤退)との関連性を明らかにし、(3)縮減地域における空家・空地群への対処方策を検討することを目的とする。2022年度は、(1)について、空家・空地の管理状態を草木の繁茂度と建物・宅地の老朽度から評価し、管理不全の空家・空地が隣接する箇所を集積群として抽出した。その結果、空家・空地は接道条件が不利なエリアに集積する傾向があるが、それらの管理状態は一様でなく、管理不全空家・空地の集積群の分布と規模には差異が見られることを明らかにした。また、(2)について、大規模集積群を２箇所取り上げ、所有者や周辺住民、町内会等の対処行動の概況を把握した。その結果、集積群に隣接する空地の全面管理（草木伐採や菜園転用）が周辺との緩衝機能を果たすこと。また、周辺住民による集積群への働きかけは、日常利用する道への影響をもとに要否が判断され、範囲も道との境界部のみの草木伐採が多く、対処範囲を限定して負担軽減が図られていることを明らかにした。このことから、(3)について、集積群に対し、周辺の住宅や利用者への影響及び管理負担の度合いを踏まえ、全面的管理～部分的な管理～管理放棄と段階的に対処する必要があることを指摘できた。
