1.本研究は,斜面住宅地における近隣ネットワークによる高齢者のサポートの実態を捉え,そのサービス補完形態について考察したものである。このために北九州市丸山地区を対象として,地域に福祉サービスを提供している行政,民生委員,民間ボランティア団体への調査を行い,サービスの内容と利用実態などを把握した。2.この結果,行政による福祉サービスはメニューが充実しつつあるものの,サービスの提供形態は広域的かつ一律的であり,斜面住宅地の立地条件に十分に対応できておらず,これを地域の民生委員や民間ボランティア団体のフレキシブルな活動が補っていることがわかった。3.中でも,移動支援サービスを行う民間ボランティア団体「北九州義農の会」の調査結果から,斜面住宅地での移動支援サービスにおいては,住宅から車輛までの間の移動について利用者のモビリティ能力と住宅の立地条件に対応した介助を行うことが重要であることが理解できた。4.また,民生委員の活動の調査結果から,高齢者の健康状態や住宅状況などの地域情報を熟知した民生委員が各種福祉サービス利用や住宅の住替えを高齢者の実情に応じて仲介・斡旋する活動を行っており,斜面住宅地へのサービス・アクセシビリティの低下を補う近隣ネットワークが形成されていることがわかった。

1. This study is to investigate the status of slope residential land and its neighboring areas. In the Maruyama area of Kitakyushu City, the government, the people's livelihood committee, and the civil society conducted a survey on the content of the service and the status of its utilization. 2. As a result, the administrative welfare services are fully implemented, and the services are provided in a uniform manner in the field. The site conditions of inclined residential sites are fully coordinated, and the livelihood of the people in the region is fully coordinated. 3. The survey results of the "Kitakyushu Yoshino Association" show that the mobile support for residential buildings is very important for the understanding of the mobile support for residential buildings. 4. The survey results of activities of the livelihood committee include health status of the elderly and regional information on housing conditions. The livelihood committee is familiar with various well-being services. The use of housing and the actual situation of the elderly are mediated. The activities of the livelihood committee are carried out in a timely manner.
