初年度は、以下の３点について研究を進めた。第１に、「商業地域の指定経緯・運用状況の調査・分析」として、我が国の商業系用途地域を定めた1,177自治体を対象に、商業系用途地域の見直し状況および今後の見直し方針に係る情報収集・整理、分析を実施した。この結果、我が国では多くの地域で人口減少下にある反面、商業系用途地域自体は拡大または現状維持を続けている自治体が多いこと、今後の都市計画方針においても商業系用途地域の縮小を計画している自治体が僅かであり、商業系地域の縮小自体が検討の俎上にないことが確認された。一方で、商業系用途地域を大幅に縮小する見直しを実行した自治体もあり、15の自治体のケーススタディを通じて、見直しの際の建築形態規制や用途規制、防火・準防火地域等の関連措置の取扱いに係る工夫について情報収集を図ることが出来た。以上の研究成果を取りまとめ、日本都市計画学会の都市計画論文集に査読付き論文として投稿し、2023年4月号にて採録・公開された。第２に、商業系用途地域の運用方針に係る実際の状況を把握する為、①特別用途地区を指定して用途別容積率規制を実施している神奈川県横浜市、②商業系用途地域の縮小方針を土地利用ガイドラインに定めて用途地域見直しを図っている宮崎県都城市、の２市に対してヒアリング調査を実施した。第３に、商業地域の適正規模の算定方法検討の準備として、商業地域に係る基礎的データの収集を図った。具体的には、統計法第33条の規定に基づく申請により、経済産業省が実施していた政府統計調査である「商業統計調査」の調査票情報を入手し、全国の商業施設の位置や規模等に係る位置情報データを整備した。次年度は、本データを使用して商業系用途地域の適正規模の算定に係る方法論を検討する予定である。

On the one hand, the commercial use area has been greatly reduced, and the time for information collection has been increased. The above research results were collected and published in the April 2023 issue of the Urban Planning Society of Japan. 2. To grasp the actual situation of the utilization policy of the commercial use area,(1) to implement the regulation of the special use area and the special use capacity rate in Yokohama City, Kanagawa;(2) to implement the reduction policy of the commercial use area, to implement the land utilization policy and the special use area in Miyazaki City, Miyazaki City; and (3) to implement the investigation of the special use area. The third part is the preparation of the calculation method of the appropriate size of the commercial area. The second part is the collection of the basic data of the commercial area. Specifically, according to Article 33 of the Statistics Act, the Ministry of Industry shall conduct government statistical surveys, conduct survey ticket information, and prepare location information related to the location and scale of commercial facilities nationwide. The methodology for determining the appropriate size of the commercial use area is discussed in the next year.
