日本の医療システムでは、認定カウンセラ-の行うカウンセリングについての保険請求は認められていない。これは一般的にカウンセラ-の専門性の評価が低く、有料とボランテアに二分される位その職務評価は分かれ、ビジネス性の評価も定着していないためである。さらに日本の労使協調の組織分化を構築した背景と、米国のように労使対立を避けるために経営側が主導した企業福祉を通して従業員に数々の恩恵を与えようとしたシステムとは、歴史的プロセスに大きな相違がある。そのために、カウンセラ-等のプロフェッショナルな人材の活躍する市場を創造することにならなかったし、この種のヒューマンインダストリーの発展にも十分に寄与しなかった。しかし最近、日本的経営の温情主義による個人の意向と組織の意向のミスマッチが多々生じてきて、制度疲労とも呼ばれる現象が数々の景気低迷の一因になっている。個人の意欲を活性化するために、日本でも産業カウンセラ-に頼らねばならない状況が生まれて来ている。そのためにもその市場を開拓する段階に来ている。保険を利用した米国のEAP(Emplee Assistance Program)では経営側から提示さた多様な保険会社の商品の中から自分のニーズににあった保険に個人契約していれば、企業内のEAPカウンセラ-の査定を受けて、部外の専門的な相談機関で無料またはリ-ズナブルな料金でカウンセリングやサイコセラピーを受けられるシステムがある。ここで改めて両国の保険分化の浸透の広がりと深さの相違が明確になる。これらのEmployee Benefit(厚生福利)の充実は、人的資源管理の見地からも、質の高い労働力を育成することになり、経営への貢献度が評価されている。日本の現状に合わせて、このコ-ポレートポリシ-浸透させるためには、一案として一部利用者負担の団体保険の設立が考えられる。疾病の予防と健康増進のために様々な精神的な援助を保険により保証された自助の安心感は、私たちの生活の質を高める新しい文化を創造するであろう。長寿社会になった日本は、死の危険率よりその長い道程をよりよく生きるための保険内容の検討が迫られて来ている。
