项目摘要

占領期の図書館政策は、(1)戦争被害や戦争犯罪の事後処理、(2)言論統制(戦時期宣伝出版物の没収指令など)、(3)教育改革(カリキュラム改革、成人教育改革、高等教育改革における図書館機能など)、(4)政治改革(国立国会図書館の設立、政府出版物流通の改革など)、(5)アメリカ民主主義思想普及の手段(CIE図書館や視聴覚ライブラリーの設立)、(6)アメリカ図書館思想の継受(専門職司書の法制化、教職への図書館学教育の導入)、といった側面をもっている。本研究では、従来の図書館史研究で教育改革から語られることが多かったこの分野を、上記の6項目から総合的に研究するための方法論的な検討を行い、利用できる研究資料を洗い出した。さらに(1)戦前から戦中にかけてのアメリカの文化外交政策に着目すること、また(2)アメリカ図書館協会(ALA)やロックフェラー財団が占領政策の背後でいろいろな働きかけをしていたこと、(3)アメリカ図書館学がこの時期に制度化され社会的に一定の位置づけを獲得していたこと、などの新たな視点に着目して研究を継続することを検討課題として明らかにした。さらに、従来未開拓であった研究資料としてGHQ/SCAP文書、トレイナーコレクションなどの占領軍関係の資料調査を行い、その有効性を確認し、文献目録を作成した。本研究代表者は、科学研究費補助金(国際学術研究、平成10年〜)「戦後図書館政策に対する米国図書館思想及び実践の影響過程についての実証的研究」(課題番号10041005)の研究代表者を兼ねている。本研究はこれによる米国の史料調査をふまえて、総合的な研究へ発展させる予定である。

The library policy during the occupation period: (1) the struggle for victims and the struggle for the handling of crimes afterwards;(2) the control of speech (3) Educational reform (4) Political reform, adult education reform, higher education reform, etc.(Establishment of National Diet Library, Reform of Circulation of Government Publications),(5) Means of Popularizing Democratic Ideas (Establishment of CIE Library and Library Information System),(6) Acceptance of Library Ideas (Legalization of Professional Books, Introduction of Academic Education), and (7) Background. This study focuses on the study of the history of education reform in China, and on the study of methodology in China. (1) Cultural and foreign policy objectives before and during the occupation;(2) Library Association (ALA);(3) Institutionalization of a given position in society during the period of occupation; A new perspective on the subject In the past, the research data of GHQ/SCAP documents and documents have not been developed yet. The data of occupation army relations have been investigated, and the effectiveness of the documents has been confirmed. The representative of this project is also a member of the research team "Research on the effects of post-war library policies on the thinking and practice of American libraries"(Project No. 10041005), Scientific Research Grant (International Academic Research, Heisei 10 ~). This study aims to investigate the historical data of China and to develop a comprehensive research plan.
