本研究では、非完備市場経済における経済政策として、1986年のGeanakoplos and Polemarchakisによる「金融資産(再)配分政策」及び1995年のPanによる「今期実質所得移転政策」の相互関係や有効性について考察した。Geanakoplos and Polemarchakisは、価値基準財証券経済において、市場均衡をパレート改善する「金融資産(再)配分政策」が必ず存在することを示し、また、Panは、実物資産経済において、すべての制約的効率配分がなんらかの「今期実質所得移転政策」によって達成可能であることを示している。まず、政策の目的を「制約的効率配分」を達成することとし、実物資産経済における両政策の有効性について得られた結果を述べる。定義上、「金融資産配分政策」によってもすべての制約的効率配分が達成可能である。しかし、「金融資産配分政策」実現集合は、「今期実質所得移転政策」実現集合を含む形で大きいことがわかる。すなわち、制約的効率配分集合⊂今期実質所得移転政策実現集合⊂金融資産配分政策実現集合、となっており「金融資産配分政策」には意味のない選択肢が多いことが分かる。また、政府の金融資産配分後、自発的な資産取引を禁じる必要があり実行上の問題が指摘できる。一方、一定の実物資産に加え、なんらかの貨幣資産が存在する経済においては、均衡配分の非決定性という性質が生じる。この状況においては、「今期実質所得移転政策」では政策の効果が予測不能という問題が生じてしまう。一方、「金融資産配分政策」によって、政府が実物資産のみを利用した形で実物移転を行うと少なくとも非決定性は解決される。効率性の改善についてはケースによるが、例えば、不確実性がすべてサンスポットによるものであって実物的安全資産も存在するような経済では、「金融資産配分政策」によってあるパレート最適配分(ワルラス配分)は必ず達成可能であることがわかる。以上の点をまとめた論文を執筆中である。
