本研究の目的は、漁業協同組合とその内部組織による資源管理型漁業のルールと、それに付随して取り決められる罰則(操業停止、罰金など)の成功例や失敗例に関する調査を行い、それらの生成要因、生成過程、およびその効果を分析することであって、特に、ホッキガイ漁業における資源管理に焦点を当てている。ホッキガイは、定着性の磯根資源の代表例であり、「閉じた空間」での資源管理が可能である。数年に一度の割合で生じる稚貝の「卓越発生」の動向をつかみ、生態的には寿命が20年にわたるとされるホッキガイの計画的採取により、資源の有効利用と維持との両立を目指していくこととなる。3年目に当たる平成20年度は、ホッキガイ漁業の資源管理型漁業を実践している漁業地区(北海道6・宮城県3・福島県2の計11箇所)への訪問調査に引き続き取り組んだ。これで、日本におけるホッキガイの主要漁場はほぼ網羅できたと言える。これらの訪問調査については調査報告としてまとめる作業を進めており、平成20年度については2本完成している。これまでの調査から、ホッキガイ漁業に関する資源管理型漁業について、各地域の独自性が確認できた。一方、管理手法の選択に関しては、共通要因の存在があるのではないかという仮説が調査を通じて浮かび上がり、実証分析を行ったところ、一定の留意条件はあるものの仮説を支持する結果が得られた。この実証分析については、より精緻化すべき点が残されているため、改善を重ねた上で、研究成果として公表する。また、各管理手法の効果の検証については、研究段階としては途上にあり、今後の課題として残されている。3年間で蓄積された情報を利用すれば、すでに検証可能な段階にあり、間もなく結果が出る予定である。
