本研究においては、清末から民国の時期における中国の財政を、これと大きな関わりをもつ外積と内積の問題から解明しようとした。便宜上1860年代から1890年代、すなわち外積が重要になった清末時期と、1920年代から1930年代、すなわち内積が重要になった民国時期の二つにわけて、研究をすすめた。いずれの場合も政府の公文書、外交文書、経済記事など収集の対象となる資料が多岐にわたり、所定の期間内では、なお不十分な蓄積しかできなかった。そのうち後者の民国時期についてはひととおりの見通しが立ち、内積と通じてむすびつけられた政府財政と民間金融、なかんずく一蓮托生の関係と称された国民政府と銀行がどのようにそうなったのか、をあきらためて解明し、ひいては1930年代の中国の国家体制にあらたな知見を加えることができた。その成果はすでに論文として脱稿しており、公表予定であるが、本報告書の記載に間に合わなかったのを遺憾とする。前者の清末時期については、とりわけ民間金融に関する資料の収集が、その性格上困難をきわめ、全体として研究がまだ熟するにいたっていない。見通しだけ述べておくならば、民国時期にもつながる動きとして、関税収入の担保機能の重要性を指摘しておきたい。海関銀号、山西票号など、清末に勢力をひとげつつあった中国内の民間金融期間が対人信用でなりたっていたのに対し、外国銀行は関税収入を担保として、中央政府への借款に応ずるようになる。この対照的な内外金融機関の性格は、それぞれ中央政府と地方当局の財政とむすびついて、清朝最末期に顕著となる中央と地方の対立の財政的な背景を形づくってゆく。以上の見通しはまだ実証的な裏づけが不十分なので、研究成果として公表するには、なお時間を要するであろう。いずれにしろ目標として掲げた、対外関係からみた清末・民国期の財政は、なおその一端が窺われたすぎず、さらなる研究をすすめてゆく必要がある。

The above findings are not very clear, and the results of the research are very important. The purpose of the study is to reveal the relationship between the two countries, and to study the relationship between the two countries.
