本年度は、日本国際政治学会において、「佐藤栄作政権の対ソ外交――1972年グロムイコ訪日への対応から」と題して学会発表を行った。本研究は、米中接近直後のソ連外務大臣グロムイコの訪日を取り上げて、そこでの日本側の対応を外務省と総理官邸双方の視座から検討した。米中ソ関係において孤立に直面したソ連は、対日関係の改善を図った。外務省は、ソ連の足元を見て北方領土問題で強気に主張すべきであり、経済協力というエサに釣られてはならないと考えていた。一方で、総理官邸のブレーンはむしろ北方領土問題に固執すべきでなく、シベリア開発協力などの経済関係の深化を含めた雰囲気の改善をまず進めるべきだと考えていた。その結果、福田赳夫外務大臣がソ連側へ北方領土問題を執拗に提起する一方で、佐藤栄作外務大臣は同問題への言及を避けるという状況が生じていた。これは、総理が任期内に成果を上げる必要がある一方で、外務省は継続性のある機関であり功を焦る必要がないという特徴を反映していると考えられる。このように外務省と総理官邸の対ソ外交方針には違いがみられるが、その差異はこれまでの言及での指摘とは真逆のものであり、そこに研究上の意義が見いだせよう。ただし、本研究発表段階では未確認の史料が存在しており、それをすでに入手している。そこで、その史料を利用してさらに加筆修正することで、本年度には学会誌への投稿を目指したい。その他、1970年代における中ソによる対日原油輸出政策についても、論文集内の一篇として、今年度中の刊行を予定している。

This year, the Japanese Society of International Political Science presented a paper entitled "Good Diplomacy for Sato's Political Affairs--1972". This study is aimed at discussing the relationship between the Japanese Foreign Minister and the Japanese Foreign Minister. The Ministry of Foreign Affairs has made great efforts to improve the quality of its work. The Ministry of Foreign Affairs and the Ministry of Foreign Affairs are responsible for the study of foreign policy. This paper starts with the unconfirmed historical data. This year's journal will be published in the Journal of Science and Technology. In the 1970s, the oil export policy of Japan was revised, and an article in the collection was published in the middle of this year
