公立小学校での外国語教育を導入する際の教育課程の研究について、平成8年度には、新たに47都道府県において研究開発校が指定された。そのような状況の中、国立教育研究所では、今後の文教政策上の基礎資料を得るため、全国の約800人の公立小学校教師を対象に「小学校における外国語(英語)教育」に関する意識調査を行った。その調査概要は次のとおりである。(1)調査都県と調査対象者数-青森県:87人、群馬県:120人、東京都:86人、新潟県:112人、岐阜県:87人、広島県:101人、高知県:104人、福岡県:94人、総計791人。(2)回答者:学校長、教頭を含む全教諭(3)調査内容:小学校での外国語学習の必要性、外国語学習の取り組み状況、外国語の教育課程における位置づけ、外国語学習の目的および目標、外国語学習における問題点、外国語学習の開始学年、外国語学習の教授者、教授上の留意点、教科書の必要性、教材のメディア、望ましい教材等。主な調査結果は次の通りである。小学校での英語学習について、「必要」と回答した人は445人(56%)。「わからない」と回答した人は94人(12%)。残りの32%の人が「不必要」と考えていることが明らかになった。◯「不必要」と回答した人の主な理由:完全週五日制になれば授業時数が足りなくなるので、これ以上増やさない方がよい。児童も教師も消化しきれない。基礎学力を育成するだけで精一杯である。例えば、高学年になるにつれて、国語や算数で理解に困難をきたす児童がいる。/国際理解教育を行う必要はあるが、小学校では外国語教育までする必要はない。もっと大切なこと(例えば、しつけ等)がある。/小学校では、日本語をもっとしっかり教える必要がある。正しい日本語を身につけさせたい。他。◯「わからない」と回答した人の理由:外国語教育だけでなく、環境教育や生命を大事にする教育等、もっと身近なことがらの充実も必要である。しかし、いずれにせよ、そうなると現行の教育課程がガラッと変わることになる。そのようなことが果して実現可能なのか。また、基礎・基本の教育ができなくなる恐れがあるのでは。/なぜ、小学校で外国語教育をするのか理解できない。
