多くの開発途上国において、農業部門は雇用の中心であり、GDPに占める比率も高い。しかし途上国の農業部門は、先進国に比べて生産性が低く、それが経済成長の低迷や貧困の蔓延につながっている。生産性向上のために効果的な政策として、生産者価格支持などの価格要因と、灌漑などの公共投資などの価格外要因に着目し、それぞれが功を奏するのはどのような条件下においてなのか、両者の間の関係はどうなっているのかについて、インドとベトナムの稲作農業の比較分析を、それぞれの稲作先進地域に焦点を当てて開始した。具体的には、農業経済学への重要な貢献である故・速水佑次郎の誘発的技術革新の理論および農家主体均衡論に基づくモデルを応用し、価格・価格外要因の政策介入が生産技術や生産組織・制度に与える効果についての予測を導出し、比較実証研究の分析枠組みを確定させた。そのうえで、研究分担者が2021年までに実施したインド・ケーララ州のAdat地区およびベトナム・メコンデルタDinh Thanh地区の稲作農家調査のミクロデータに、その分析枠組みを適用した予備的分析結果をワーキングペーパーとして取りまとめた。この論文を2022年度内に2回報告し、予備的分析結果と今後の方向性についてのコメントを得た。第1回が、神戸大学経済経営研究所でのセミナーであり、両国の農業・農村経済を専門とした研究者に対して研究成果を披露した。第2回が、アジア農業経済学会の第11回国際会議の一般報告であり、世界中から集まった研究者から本研究に対する多くのコメントを得た。

In 2021, the study participants will carry out the research on agricultural land survey in Dinh Thanh region, and the analysis team will apply the prepared analysis results. This paper reports two times in 2022, and the analysis results are prepared for the future.
