本研究では、制度の作動について広く事例を収集して、その構造を把握し、理論的意義を検討することが目的である。本年は、まず事例を収集する際の基準として、制度作動の生成要因を把握する理論的枠組みを議論した。そこでは、作動原因が行政内在的か社会外在的かという軸と、作動態様が初期不良か経年劣化かという軸での区分が提案され、現段階では経年劣化後の改善によっても初期不良が内在するとすれば、経年劣化の修正がまた初期不良を生み出すという循環モデルで考えられる点で共通了解を得た。あわせて、事例研究として、近年の防災気象情報の活用を目指す気象庁の作動、港湾行政の歴史的展開における作動という同時代と歴史という軸で作動を検討した。また、政府での感染症対策の司令塔設置を前に、専門家集団と政治家・官僚との関係、さらには研究開発組織との情報共有について、感染症専門家と議論し、どの領域に工夫を施すことでより円滑に作動可能となるかについて確認した。最終的には制度案をまとめあげて、その結果を公表し、岸田文雄首相にも直接説明を行った。さらに、神戸市と横浜市という政令指定都市での基幹情報システムの標準化への準備過程について担当者にヒヤリングを行い、出先機能の自動化と本庁への集約、情報システムについての政令指定都市間での調整、ベンダーとの関係、庁内での人材育成について作動状況を確認した。これを事例研究の基盤として全員で共有した。以上のように、理論的軸を仮設的に構築し、具体的な分野について事例研究を行い、また感染症やデジタル行政の専門家と情報共有をしつつ、政府の司令塔・自治体の情報システムの作動について展望を得ることができた。
