本年度の研究は以下の諸点にわたって行った。第1に、フッド=ロッジの分析における公務員の能力枠組みを用いて、日本の中央省庁の官僚に準備作業としてのインタビューを行い、どのカテゴリーの能力を特に重視するかについて調査を行った。その結果、英・独では評価の低いマネジメント能力が高く評価されており、その中核に対外的な交渉能力があるという予備的な仮説を得た。第2に、日本の「内閣官僚」を明治期から平成期まで俯瞰して、その変容についての全体像を描き出す作業である。これについては「憲政の中の『内閣官僚』」(『憲政の政治学』所収)において発表した。第3に、特に2001年以降の日本については、経済財政諮問会議を対象とした政策過程研究を行った。問題設定を戦後史の文脈上に置き、審議会政治と経済計画機構とが結びついた会議体として諮問会議を位置づけ、その特性を摘出するよう努めた。成果の一部は『論座』上に発表されるとともに、韓国の行政学者に対して報告し、コメントを得た。第4には、日本との比較として、ブレア内閣期のイギリスの内閣官房における公務員の能力についての議会・諮問機関でのレビューをもとに、議論状況を整理した。第5には、研究全体のとりまとめ作業である。これについては、公務員の能力の中核に「調整」能力を置いて、それについて、英国・ドイツ・日本の比較枠組みの構築と分析作業を行った。比較をより精緻に行うために、対象国の中にアメリカ、オーストラリアを組み入れて、諮問機関での「調整」能力についての議論状況を整理し、「調整」問題がいかにして認識され、それへの行政学における理論的対応を比較することにより、枠組みを摘出する作業を終えた。さらに日本を対象とした近現代における「調整」問題について、検討を行っており、近い将来に成果を公表しうる見通しとなった。
