项目摘要

本研究期間の初年度にあたる本年は、以下の３つの活動を軸に研究を行った。まず第一に、東日本大震災から12年を経過した現在までの「復興」をめぐって蓄積されてきた基礎資料の収集と既往研究の整理を行った。とりわけ震災から10年を機に、各行政機関などからはこれまでの「復興」を検証する目的でのとりまとめが出されている。例えば復興庁による「東日本大震災の復興政策10年間の振り返りに関する有識者会議」による議論と基礎資料、また宮城県における「宮城県震災復興計画の検証」等の他、報道機関や震災復興関連の活動を行った事業体なども10年間の活動のとりまとめを行ってきている。これらを今後の検証作業の基礎データとして用いるために収集・整理を行い、先行研究における論点の整理や課題の洗い出しを行った。第二に、本研究は、津波被災者と原発事故被災者の両者を視野におさめた生活再建動向調査を予定しており、またその具体的な権利回復状況や課題を動態的に理解するための分析視角として、アマルティア・センによるケイパビリティアプローチを用いることにしている。本年は、その観点からの考察を行う一事例として、原発事故被害の影響下におかれた生産者を中心とした現状の「復興」下の課題についての分析・検討を行った。第三に、東日本大震災が地震・津波被害と原発事故被害という広域複合災害であったことに鑑み、自然災害と原子力災害をどのように統合的に把握するかについて、社会科学領域での理論的検討を始めるための文献調査にも着手した。
