项目摘要

地震による家屋の倒壊は世帯に多大な経済的損失と、住む所を失うという苦難を与える。住宅の復旧手段は、大きく分けて補修と取り壊し新築という2つがあるが、震災後の混乱の中で、この意思決定と復旧の実現は非常に難しかった。本研究では、被災者が速やかに住宅を取り戻すために、どのような公的施策が必要かを明らかにすることを目的とする。アンケート調査は、1995年兵庫県南部地震で被害が激甚であった神戸市東灘区西部地域(約81.6ha)を対象とした。住宅数2000棟強からなる地域の312世帯に配布し227世帯から回収した。意思決定に関する判別分析では、家屋の被災程度、建築年、住宅ローンなどが主要な要因となっている。また被災程度、建築年から推定される結果を標準推奨復旧手段と見なすと、推奨と実際の選択がくいちがう世帯群に「大被害を補修に留めた」、「中小の被害なのに建て替えた」なとの問題点が顕れている。公費負担の解体・瓦礫処理は建て替えを促進している。復旧費用に関する分析の結果、新築にするか、改築・補修にするかで1800万円近くの費用の差が生じたことが明らかになった。新築世帯よりも改築・補修世帯が、より迅速かつ短期間での復旧を遂げている。本研究の成果として、震災復興住宅復旧意思決定の要因、費用推定式、竣工・着工時期推定式などの知見が得られた。これらの結果を他の地震、他の被災地域で適用できるかの検証を今後の課題として残している。また意思決定要因分析のモデルを瓦礫処理量予測式へと発展させる可能性がある。
