项目摘要

本研究の目的は，京都議定書で導入された国家間排出権取引を数理モデルで分析し，その問題点を明らかにすることである．排出権取引は，排出許可証の割当と取引を通じて，社会全体の二酸化炭素（CO2）排出量を適切な水準に調整する制度である．しかし，排出権取引の効率性は完全競争を前提としており，現実の世界で成り立つかどうかは自明でない．京都議定書の第1約束期間（2008～2012年）において，許可証（AAU：Assigned Amount Unit）の価格は低迷した．これは，京都議定書が抱える問題点（不遵守に対する罰則の弱さ，許可証の過剰な割当，アメリカ合衆国の不参加）が，買い手に有利な市場を創り出したためであると考えられる．京都議定書の問題点については，これまで多くの著者によって指摘されてきたが，国際排出権市場が買い手市場に陥ることを明確に示した研究は見当たらない．本研究では，協力ゲーム理論に基づいて排出権取引のモデルを構築し，買い手と売り手の交渉力を比較した．その結果，買い手が支配的な交渉力を発揮し，許可証の価格を抑制できることが分かった．さらに，京都議定書の問題点が買い手の交渉力を強化し，許可証価格の低迷に寄与していることが分かった．本研究で構築したモデル（Cooperative Emissions Trading Game）は，強い仮定（全員提携の形成，複数の買い手を含む提携の排除，完全情報）に基づく限定的なものであるが，許可証の価格が下落するメカニズムについて理論的な基礎を与える．本研究の成果を論文にまとめ，国際誌PLOS ONEに投稿した（改訂中）．また，本研究の内容を含む博士論文を北海道大学に提出して博士（環境科学）を取得した．今後，モデルを拡張し，買い手同士の競争が許可証の価格に与える影響を評価したい．

The purpose of this study is to analyze the introduction of the Kyoto Protocol into the international community, and to clarify the issues involved. The emission control system for carbon dioxide emissions from all sectors of society should be adjusted to the appropriate level. The world today is a place of perfect competition. The Kyoto Protocol's first binding period (2008 - 2012) is in decline, and the license (AAU) is in decline. The Kyoto Protocol has a problem point (the penalty for non-compliance is weak, the license is excessive, and the United States does not participate). The Kyoto Protocol is a problem, and many authors have pointed out that the international exhaust market is a buyer's market. This study aims to compare the interaction between buyers and sellers in the construction of collaborative theory. As a result, the purchase of the dominant force of the transaction is released, and the license is restricted. Today, the trading power of buyers and sellers on issues related to the Kyoto Protocol has been strengthened, and the downturn in license prices has become increasingly common. This study constructs a Cooperative Emissions Trading Game, which is based on the theory of "the formation of full support, the exclusion of multiple purchases, and the complete information." The results of this research are published in International Journal PLOS ONE (revision in progress). The contents of this research include doctoral thesis presented by Hokkaido University and doctoral degree (environmental science) obtained. From now on, the competition between buyers and competitors will be evaluated.
