项目摘要

本年度は、国際市場から日本がどのような方法で排出権を購入するのかという点に着目し2つの実験を行なった。1つ目の実験では日本が入札と市場取引のどちらの方法で排出権を国際市場から購入するのが望ましいのかを検証した。まず、プレイヤーを日本・EU・カナダ・ウクライナ・ロシア・CDM供給者に分ける。そして、日本の排出量が増えるかもしれないという不確実性とロシア・ウクライナの排出権が無効になるかもしれないという不確実性の2つの不確実性に全被験者を直面させる。この結果、日本の排出権購入時期が限られる入札よりも、排出権を安い価格のときにいつでも購入できる市場取引の方が日本の国益にかなうことがわかった。2つ目の実験は、排出権調達のための入札方法を検証した。最近、日本の長野県や横須賀市などの複数の地方自治体で入札制度の改革が行なわれている。この改革の目的は、談合を防止し、入札される工事品質の適正を確保しようというものである。これは、国際市場で確かな排出権をいかに安く購入するかと言う日本の目的と合致する。そこで、この地方自治体の入札制度改革で生まれた最低価格変動型入札制度と呼ばれる制度を実験によって検証した。長野県における最低価格変動型入札制度の例は、10人の入札者のうちの入札額の下位5人の平均の8割を下回る入札額を出した人を失格とし、それ以上の価格の入札額の中で最も低い入札額を提示した人がその入札額で落札すると言う制度である。この制度と競争入札を実験により比較した。その結果、入札者の費用構造が異なる場合に、かつ、誰がどれだけの売値を提示しているのかを公開した場合には、競争入札よりも最低価格変動型入札の落札価格の方が高くなる事がわかった。
