MICHIGAN EXPANSION SUPPLEMENT TO RFA-FD-18-001 Project Summary - Abstract: For the Michigan Department of Agriculture and Rural Development (MDARD) to expand and build the infrastructure necessary for a strong integrated manufactured foods regulatory program that supports the Preventive Controls for Human Food (PCHF) rule, the agency will need to evaluate and modify its current program structure and information sharing capabilities. MDARD currently utilizes and trains inspectors as generalists meaning inspectors are trained to perform both retail and manufacturing regulatory work. To account for the increased workload and resources needed to conduct an increased number of full scope PCHF inspections and audits, MDARD will need to research and modify its current manufactured food program organizational structure. MDARD will also need to establish IT-data exchange development and implementation with the U.S. Food and Drug Administration (FDA) to enable necessary information exchanges between federal and state agencies. Allocation of awards through the MFRPS Expansion grant will allow MDARD to advance and develop a stronger partnership and mutual reliance with our FDA HAFE6 partners by performing approximately 50% of the PCHF inspections listed on FDA's Michigan workplan, initiating full scope PCHF inspections outside of the FDA Food Contract, and implementing data exchange capabilities to support and develop an Integrated Food Safety System.
