英文摘要
The PIOWNeZ Pathfinder project focusses on the following non technical barriers to achieving net zero:* Common data standards for open source and interoperability* Capacity, capability and skills* Policy and regulation* System governancePIOWNeZ Pathfinder draws on the significant learnings of the Net Zero Living Phase 1 project. The objective will be to build a community oriented, collaboration portal for knowledge sharing and dissemination of strategies and tools to help address non technical challenges. It will comprise the following specific deliverables:1. Community website with public and member areas2. Discussion forum and shared file access for knowledge sharing3. Directories for communicating competencies and capacity for addressing net zero challenges4. Template governance structures as relates to both data sharing and operational initiatives5. Case studies - learnings for success and failure6. Stakeholder mapping templates and tools - to help plan and influence net zero initiates7. System wide model - a high level model for understanding system wide dynamics8. APIs/standards - a place to share data and API standards to encourage interoperability across authoritiesThe potential impacts are profound. Sharing of best practice, in a structured way, will increase the effectiveness of net zero initiatives. There will be less wasted resource due to increased efficiencies and knowledge sharing. Data sharing and operational governance systems in particular are essential if we want the whole to be greater than the sum of the parts. Getting disparately incentivised economic actors to act in concert requires new models that work across organisations.Once the platform is established, ongoing running costs will be secured through sponsorship and premium membership levels.
