How does Chinese Official Development Assistance impact the Official Development Assistance efforts of traditional and other emerging donors?

China has experienced miraculous socioeconomictransformation in the last four decades, transitioning from anet recipient of Official Development Assistance (ODA), tothat of a leading donor. Chinese ODA is fast becoming apredominant and alternative source of income, support andbilateral understanding for many developing countries.Better understanding ODA allocation, its motives and therole of China are key to understanding global ODA and itsefficacy. It is plausible that countries' ODA portfolios reflectthat of their peers and rivals, as they seek to gain influenceover resources and institutions in recipient countries. Thisadds impetus to the empirical study of competition amongdonors in foreign aid. As such, my proposal aims to answerwhether Chinese ODA crowds out other donors' ODA; whichcountries' ODA efforts are most influenced by Chinese ODAdistribution; the triggers of any competition mechanism;and in which sectors this is most prevalent. Since theChinese government does not explicitly disclose ODA data,I will instead use existing datasets and other proxies foraid. I intend to investigate the empirical relationshipsbetween the ODA of each key donor in turn over time andChinese ODA, to answer which countries' ODA efforts aremost influenced by Chinese ODA. Since Chinese ODA oftentargets large, infrastructure-based ODA projects, one cantest whether the competition mechanism is strongest inareas closest to that most common of Chinese ODA.
