The Administrative Core will support all of the Research Projects, Developmental Projects, Career Development Projects, Training Projects, and Cores. The Middle Atlantic RCE proposal is complex: we anticipate that no fewer than 14 academic institutions will have subcontracts from the University of Maryland, Baltimore (UMB) for portions of the RCE¿s activities. The Core will be comprised of the following: PI and Co-PI, a Management Oversight Committee (and a subset, its Executive Committee), and an administrative staff. The consortium will be managed and governed by a Middle Atlantic Regional Center of Excellence Management & Oversight Committee (¿MOC¿), which will be composed of the Principal and Co-Principal Investigators, six Research Project Leaders, five Core Directors/Co-Directors, and an Ad Hoc member from the constituency of ¿under-represented¿ institutions. The Co-Chairs of the Biocontainment Committee and Directors of Regional BSL3/National BSL4 Facilities (once identified) will also serve as Ad Hoc voting members and will constitute a critical link to these facilities, that can serve the needs of the RCE. This leadership group drafted the strategic guidance and governance rules that imparted a functional framework to the RCE. The Core will provide a to-be-hired administrator will supervise all administrative aspects of the RCE, including: compliance with NIH, other federal, and university grant and research guidelines; ensuring a research environment; coordination with subcontract administrators; supervision of RCE administrative, accounting, and secretarial staff; coordination of research activities among individual Projects and Cores, in conjunction with Drs. Levine, Burke, and the Management Oversight Committee. S/he will be assisted by a part-time business manager and a part-time Intellectual Property Manager (who will act as a central point of contact between RCE and NIH, consortium IP offices, and potential licensees).
