The novel technique of Cutter Soil Mixing (CSM), just developed in Europe, has tremendous potential in applications for ground improvement where the objective is to prepare difficult or marginal sites for construction and development.  It is particularly suitable for weak or compressible ground, or ground that is susceptible to liquefaction in an earthquake.  The technique involves mixing soil and cement in the ground to create embedded panels that 'isolate' problematic regions in the ground, and thereby improve the suitability for development.  Innovative control systems on the CSM tool enable a more precise mixing of cement, at depth below the ground surface, with the on-site soils.  Greater precision on the mixing process yields a significant potential to save costs on usage of cement.  In order to realise these potential savings, a decision-support tool is needed for optimization of cement content, strength and stiffness of the resulting soil-cement mix over time.
