英文摘要
The alarming worldwide statistics on traffic accidents suggests that human drivers are prone to making error and significantly contribute to traffic accidents. In its latest annual traffic collisions report, the Insurance Corporation of British Columbia (ICBC) confirm the international trend in B.C. and lists 18,286 reported traffic accidents during 2007 that caused 25,064 injuries of which 417 were fatal. According to the report, of all contributing factors to traffic accidents during 2007, 79.2% involved human action or condition, 19.1% were related to environmental conditions, and 1.7% was related to vehicle condition. The top five most frequently reported contributing factors in 2007 injury collisions were inattentive driver (34%), driver error/confusion (20%), speed (18%), failing to yield to the right of way (14%), and road conditions (14%). Similarly, the top five most frequently reported contributing factors in 2007 fatal collisions were speed (30%), Alcohol (30%), inattentive driver (15%), driver error/confusion (15%), and driving on wrong side of the road (10%). The year 2007 was not an exception as the statistics is similar in previous years, other provinces, across the nation and internationally. The economic and population growth and the ever-increasing transportation needs in advanced, developing, and underdeveloped economies have led to increased traffic congestion, pollution, traffic accidents, and loss of human life or permanent disability. Coupled with concerns on environment, energy efficiency, and specific regional constraints including population growth, it is expected that finding appropriate solutions will alleviate some of the contributing factors.
