Facing the explosive growth of mobile data traffic and user demand, mobile network operators are investing
significant amount of time, effort and money in building new and upgrading existing infrastructure. As the
new generations of networks are getting more and more complex while network load rockets high, planning,
configuration, management, optimization, operation and healing of a cellular network all become increasingly
challenging. At present, an operator typically first identifies specifications, studies the geographic area to be
covered and population, and performs simulation and analysis using radio frequency (RF) planning tools based
on statistical and measured propagation models. After cells are deployed, extensive drive tests then follow to
fine tune the network. The operator monitors live network performance by sending specifically designed
signals to user equipment (UE) and examining the UE response. However, today's network operators do not
have mechanisms to directly obtain a UE side's quality of experience (QoE) and quality of service (QoS)
information.
This Engage project utilizes a comprehensive set of QoE/QoS key performance indicators of a subscriber's
device, innovatively developed by Tutela Technologies Ltd., to aid in network planning and optimization. The
project aims to i) study how the user experience KPI can be employed in cellular network optimization and
planning; ii) optimize the way KPIs are measured for the purpose of network optimization and planning. In the
longer term, the project lays the foundation to the development and application of UE KPIs for
self-organization networks (SON). The successful outcome will provide Tutela with concrete ideas to
convince operators adopting their KPIs, which is critical to the expansion of Tutela's markets. Moreover, the
mobile operators and users will benefit from the improved network performance, and reduced radio planning
complexity, capital expenditure and energy consumption of the cellular network.
