Large scale disasters such as earthquakes and terrorist attacks often happen suddenly and have significant impact on our society. As evident in past disasters, we are not well prepared to deal with possible disasters and the emergency responses are often poorly organized. It is critical to make quick and effective emergency response in order to save lives and reduce damages. Emergency response often involves multiple parties from different professions, authorities, and regions which requires a great effort to communicate and coordinate with each other in order to dynamically respond to rapidly evolving situations. There are growing research interests in emergency response management with the objective of supporting emergency response operations across organizational, jurisdictional, and geographical boundaries. However, due to the great complexity, high uncertainty, and severe consequence of emergency situations, we still lack deep understanding on how to develop an effective emergency response system. The objective of this research is to develop a comprehensive theoretical framework to study the functional requirements and the factors that affect the effectiveness of emergency response coordination at the level of the emergency responder and more specifically, the effectiveness of context-aware multi-party emergency response coordination technology. A grounded theory approach is used for theory development that is grounded in data systematically gathered and analyzed.This study will provide a better understanding of the coordination tasks and tools employed by emergency responders, enhance coordination and context-aware theories for emergency response, offer useful tools for modeling and evaluating context-aware emergency response technologies, and provide guidelines for emergency response technology design and implementation. The project will involve graduate students and postdoctoral fellows to do model building, data collection and analysis, with opportunities of receiving high-level research training and education.
