Intelligent Transportation Systems (ITS) represent a major effort by researchers, policymakers and industry professionals to enable vehicles to communicate critical information with other vehicles and surrounding infrastructure via wireless networks. Connected Vehicle (CV) technology is one of the latest and most innovative developments within ITS. The core of CV technology is wireless communication within a highly mobile environment. To improve mobility and safety, transportation management agencies across the world are developing and implementing ITS strategies. Although the concept of CV was introduced only a few years ago, it has evolved quickly; however, there is still a research gap in Canada regarding how CV technology can improve freeway mobility for all road users.
