分化与整合是组织设计的两个侧面。随着劳动分工高度精细化和网络时代的到来，整合已成为组织设计关注的重点，但有关基础理论研究远远滞后。本项目研究社会系统组织整合的基本机制，建立包括体制设计、结构设计和运行设计等三个逐步深化和细化层次的管理组织三次设计理论。本研究将丰富组织设计理论，并为管理组织创新提供新的方法论指导。.

Followed by the paradigm of integrating natural sciences methodologies and.social sciences practice, the project has achieved following innovative results. First, the Tizhi culture on which the highly-centred planned system bases is expounded. It is pointed out that Tizhi and its culture is the most important Chinese characteristics that makes mainland China differ from western countries, Japan, Korea, even Hong Kong and Taiwan. Second, we come to the conclusion that a governing system lack of restriction and supervision can’t avoid to lead to.government integration failure. There are three kinds of government integration failures: failure at.operation level, at structure level and at Tizhi level. Third, the project also provides a system of China’s government ad ministration innovation, and presents a solution to make the discipline more scientific and with more Chinese characteristics.
