区域经济非均衡发展是改革开放以来中国经济社会建设的长期指导方针。在实施过程中，要正确处理公平与效率的关系，把握政策和资源倾斜的程度，减少甚至消除资源浪费，达到区域经济的可持续发展。本课题以对区域经济可持续发展具有重要意义的公共池塘资源（CPR）为研究对象，申请人基于之前的研究内容"三阶段半参数效率评价模型"，通过曼奎斯特指数处理面板数据；关注技术进步率、要素拥挤度和规模效益等参数，旨在从区域要素禀赋差异视角研究非均衡发展的实质和改进措施。研究目标是解决非均衡发展理论目前研究的难题- - 非均衡发展的限度，即确定区域经济应该在多大程度上体现非均衡，找寻非均衡发展的"最优度"。通过有所侧重地安排CPR使用，形成区域经济的"增长极"，进而通过其扩散作用带动其他地区资源利用趋于有效，最终实现区域经济的协调发展。最后，在CPR管理和产权分配方面为找寻非均衡发展的"最优度"提出相关建议。

Since reform and opening up, the long-term guidelines for the construction of China's economic society is unbalanced development of regional economic. To achieve sustainable regional economic development, there are several points for attention in the course of implementation. Firstly, the relationship of fairness and efficiency need to be correctly handled. Secondly, the government should make out proper resource preferential policy. Thirdly, wasting of resources should be reduce or even eliminate. The research object of this topic is Common Pool Resources (CPR), which has important significance to the development of regional economic.To study the substance and improvement measures of unbalanced development, the applicant using the Malmquist index to process panel data, which is based on the previous study of "Three-phase Semi-parametric Model of Efficiency Evaluation". The parameter of this study include technological progress rate, elements of the crowded degree and scale benefit ect.The target of this study is limit of unbalanced development, which is the difficult problem of current study for the unbalanced development theory. Reginonal economy can some degree reflect unbalance. The Limit of unbalanced development, in the other word, is to confirm the degree and find out the "degree of optimality" in unbalanced development.Make special emphasis use of CPR can form the "growth pole" of regional ecomomy. And then its diffusion will make other regions' resource more effectively. Thereby, it will coordinate the regional economic development. At last, this study will also put forward several recommendations on the management and Property distribution, which is helpful to find the "degree of optimality" in unbalanced development.
