日益复杂的公共管理问题需要跨领域、跨部门、跨层级的协同治理应对，但多业务场景下协同治理的有效模式和效能测量是困扰学术界与实践界的难题。面对互联网、大数据、人工智能等新技术发展推动的公共部门数字化转型带来的新契机，本研究将在相关理论文献基础上建构和实证协同效能的多层级内在维度和多角度外部影响；运用质性方法剖析重点案例中信息技术驱动的协同治理模式创新的流程和机制；结合大数据采集和挖掘方法建构和计算协同治理在信息交互与系统运行层面的映射测度；从而在行动研究范式下尝试建构实时海量数据支撑的以效能评估监测迭代优化协同治理策略的有效机制。研究基于行政服务、司法协同、民政社会化等不同场景，兼顾协同治理中涉及的政府部门间协同、政府与其他公共部门协同、政府与社会企业协同等主体关系，在实证研究逻辑基础上融合质性方法与大数据分析技术，力求围绕协同治理的模式创新与效能评价形成兼具理论与实践价值的系统性研究成果。

Increasingly complex public administrative issues require cross-domain, cross-sector and cross-level collaborative governance. However, the validated models and approved measurement of collaborative governance in the multi-business scenarios are still difficult obstacles toward both academia and practitioners. facing to the new opportunities brought by the digital transformation of the public sector driven by the development of new technologies such as the Internet, big data and artificial intelligence, this project, firstly, will construct the multi-level internal dimensions and multi-angle external determinants of collaborative xiaoneng based on relevant theoretical literatures. Secondly, qualitative analysis is used to analyze the process and mechanism of collaborative governance innovative models driven by information technologies in the representative cases. Thirdly, combined with big data collecting and mining methodologies, we will construct and calculate the mapping measurement of collaborative governance at the level of information interaction and system operation. Finally, following the action research paradigm, the project attempts to construct an effective mechanism to optimize the collaborative governance strategies through collaborative xiaoneng evaluation, monitoring and iteration supported by real-time massive data. Research work will be based on the different practical scenarios such as administrative service, judicial cooperation, and social protection, deal with the relationship among different governmental sectors, between government and judicial organizations, among public and private organizations in the collaborative governance. The project will strive to explore the collaborative governance innovative models and xiaoneng evaluation based on the integration between the qualitative methodologies and data analysis technologies, which have both theoretical and practical value.
