近年来,能源效率对碳价格和减排效果的影响得到广泛关注。但是,研究更多关注能源效率和碳价格之间的单向传导关系,而很少有研究揭示两者之间的双向耦合机理。尤其是,当前我国正处在全国碳交易市场全面推进的关键时期,该机理能否准确揭示将直接影响能否准确评估能效和碳市场两种减排政策的潜在叠加效果,其现实意义就显得尤为重要。因此,本研究通过对比不同内生能源效率的刻画方法,遴选出最适合中国碳交易市场的内生方法,构建能源效率模块与经济的耦合模块,建立内生能效的中国碳交易市场动态CGE模型(C-MEET),着重识别碳价格与能源效率之间的溢出反馈效应和揭示其在行业间的传导机理;探究内生能源效率对中国实现2030年的碳减排目标的贡献,并基于成本-收益视角,甄别出潜在的最优行业覆盖范围和行业纳入优先顺序。最后,提出完善国家碳交易市场建设的政策建议。
英文摘要
The impact of energy efficiency on carbon prices and emission reductions has drawn widespread attention recently. Most researches focus on the one-way conduction relationship between energy efficiency and carbon prices, while few studies have revealed the two-way coupling mechanism. In particular, during the critical period of comprehensive advancement of China's current carbon trading market, the potential joint effect of the two carbon mitigation policies energy – efficiency policy and carbon market policy – will be directly affected by whether the mechanism can be accurately revealed. So the study on two-way coupling mechanism of energy efficiency and carbon prices is of much practical significance. Hence our research selects the optimal endogenous energy efficiency method which is suitable for China's carbon trading market through comparing different methods. Next, this research builds a coupling module of energy efficiency and economy, and establishes a dynamic CGE Carbon Trading Model of Endogenous Energy Efficiency Technology (C-MEET), which emphasizes identifying the spillover and feedback effect between carbon price and energy efficiency and revealing the conduction mechanism among industries. Then, the contribution of endogenous energy efficiency to China's 2030 carbon emission reduction target is explored and potential optimal industry coverage and industry priorities are identified based on the perspective of cost-benefit analysis. Finally, policy recommendations are proposed to improve the construction of Chinese carbon trading market.
