随着我国逐渐进入人口老年化社会，民众对优质医疗服务和资源的需求与日俱增，“看病难，看病贵”依然是困扰政府、医疗机构、患者的国计民生问题。我国医疗服务系统面临着财政投入偏低，医疗资源利用效率不高的问题。根据国际发达国家经验分级医疗体制是解决这一问题的有效途径。我国于2006年开始推行这一制度，然而实施效果与预期距离甚远。究其原因是由于医疗服务的特殊性，患者和医护人员的行为特征对分级医疗系统的服务运作影响较大，影响机理复杂。正是基于此，本项目拟从行为运作的视角，综合运用博弈论，排队论，信息经济学，等待经济学，行为科学，多智能体仿真等多学科的理论与方法，从宏观卫生政策、中观医疗机构之间竞争、微观医院内部运作管理等三层面对我国分级医疗体系设计与运作管理问题进行研究。本研究将揭示我国分级医疗体系的运作机理，为构建更为合理、有效的分级医疗体系提供理论支持和科学依据。

With population aging in China, the demand of medical services is continuing to increase and seeing doctor difficultly and expensively is still the main problem of the people's livelihood. Furthermore, low government's investment and efficiency of health resource make this problem more serious. To mitigate this problem, Chinese government launched the hierarchical medical system in 2006, which is recognized as an effective way to solve this problem according to the international experience in the developed countries. However, the overall effect of hierarchical medical system isn't remarkable on account of that the influence mechanism of the behavior of patients and medical personnel on this system is complicated and indistinct. Based above, from the perspective of behavior operation, this project aims to study the design and operation management of Chinese hierarchical medical system by considering all of macro (the health policy), middle (the competition between medical institutions) and micro (the operation management in hospital) level and employing the methods like game theory, queuing theory, information economics, queueing economics, behavior science, multi-agent simulation and the so on. Successful completion of this project will reveal the operating mechanism of Chinese hierarchical medical system and provide strong managerial insights and suggestions for government to make appropriate decisions on Chinese hierarchical medical system. It can also generate state-of-art research publishable in premier academic journals.
