在我国粮食价格支持政策面临严峻挑战，美国诉我国粮食补贴案的后续行动不确定性增加等复杂背景下，基于世贸组织规则适应性视角下探究粮食最低收购价政策改革完善问题，具有重大现实意义。本项目研究辨识我国临时收储制度改革措施和最低收购价政策现行调整措施所形成的补贴水平，与世贸组织农业国内支持规则的合规性及其可能风险，并提出改进完善建议。进一步就上述政策及其改革措施对粮食生产、全要素生产率和要素配置效率的影响或扭曲进行考察。同时建立在世贸组织、经合组织两套农业政策分析框架上，探究美国、日本、欧盟农产品价格支持政策改革实践经验，以及经济发展、农业转型与价格支持政策改革调整的一般规律。在借鉴我国临时收储制度改革实践和国际农产品价格支持政策改革调整的经验教训基础上，深入探究基于适应世贸组织规则、保护农民利益、支持粮食发展的粮食价格支持政策改革路径选择、关键政策设计与配套体系建设问题。

Nowadays, China's grain minimum purchase price system faces severe challenges. It’s of great practical significance to study the reform of minimum purchase price system in the perspective of adaptability of WTO agricultural disciplines. This programme will study on whether the Amber Box AMS level, which formed by the policy reform of China's agricultural product temporary storage system and the current adjustment measures of grain minimum purchase price system, is consistent to WTO agricultural domestic support disciplines and its risk of violation that disciplines. After research, give a proposal to improvements those policies. We will examine its distortion degree of grain production, total factor productivity and allocation efficiency by those distorting policies. This programme will study on the experience of agricultural product market price support policies reform in the United States, Japan, and the European Union, as well as general rules of between economic development, agricultural transformation, and price support policy reform for developed economics, based on the analysis framework of WTO agricultural domestic support and OECD producer support estimate. Furthermore, we explore the reform path, policy design and supporting measures of China's grain minimum purchase price system so as to keeping consistent to WTO agricultural disciplines, protecting famers’ interests and supporting grain development.
