留学归国人才，已逐渐成为内生型产业集群创新网络演化的重要外部力量，但其驱动机理尚不明确。申请者前期研究发现高校留学归国人才对不同空间尺度的知识合作网络具有显著影响。本课题基于经济地理学视角，融合产业集群、区域创新系统和全球生产网络等理论，构建留学归国人才对内生型产业集群创新网络演化影响的理论分析框架，比较分析留学归国人才凭借人力资本和国际社会资本优势，对不同知识基础与空间尺度的内生型产业集群创新网络演化的作用机理及创新绩效。采取问卷访谈、计量分析及空间分析等综合集成方法，以台州汽车产业集群和杭州经济开发区生物医药产业集群为例，验证上述构建的理论分析框架，并据此提出内生型产业集群创新网络演化的治理路径。这不仅有助于丰富全球-地方创新网络理论，而且为我国探索留学归国人才视角下的内生型产业集群转型升级新模式，实施从招商引资到招才引智转型，从投资驱动型经济向人才驱动型经济转型提供思路和方法。

Overseas returnee talent has become an important driving force affecting the evolution of innovation network of endogenous industrial clusters, while the function mechanism of overseas returnee talent on the evolution of innovation network of endogenous industrial clusters has not been known clearly. The applicant’s previous study found that overseas returnee talents in colleges and universities had remarkable influence on knowledge cooperation network based on different spatial scale. On this basis, this project attempts to fuse the three theories about industrial cluster theory, regional innovation system theory and global production network theory, construct the theoretical framework about the influence of overseas returnee talent on the evolution of innovation network of endogenous industrial clusters from the perspective of economic geography, as well as make a comparative analysis of how the overseas returnee talent influences the evolution of innovation network of endogenous industrial clusters from different knowledge base and in different scales relying on human capital and international social capital. Adopting the approach combining questionnaires and interview, econometric analysis and spatial analysis, the project takes Taizhou automobile industry cluster and Hangzhou Economic and Technological Development Zone bio-pharmaceutical industry cluster as examples, and then clarifies the influence mechanism and innovation performance of the overseas returnee talent on the evolution of innovation network of endogenous industrial cluster. And on this basis, some governance paths on the effect of overseas returnee talent on the innovation network of endogenous industrial cluster evolution will be presented. This not only can enrich the theory of global-local innovation network, but also can provide the ideas and methods for China to explore a new mode of upgrading and transformation about endogenous industrial clusters based on the view of overseas returnee talent, and make the transition from investment attraction to talent attraction, from investment-driven economy to talent-driven economy by attracting the overseas returnee talents.
