近年来，政府采取了大量措施加强食品安全的监管, 食品安全总体水平有了显著改善。但是，从城乡统筹的角度来看, 农村食品安全则刚刚起步，其水平远逊于城市，不容乐观。甚至有些老少边穷地区，仍有显著扩大之势。鉴于此，本项目构建经济学理论框架，利用在全国抽样省份进行的城乡居民微观调查数据，通过扩展的C-D函数和BP神经网络模型，测算食品安全城乡差距效应的大小，解释该效应的形成机制，运用认知-行为-收益（满意）三阶段模型分析其对城乡居民消费的福利影响，并结合宏观统计数据，利用空间杜宾模型测算城乡食品安全消费的城乡间、农村间和城市间的溢出效应。最后，通过解构城乡食品安全差距效应，提出统筹城乡食品安全监管，实现食品安全城乡一体化的对策建议。

In recent years, the government has taken a lot of measures to strengthen food safety supervision, so the overall level of food safety has been significantly improved. However, from the perspective of urban and rural co-ordination, the rural food safety is not optimistic and its level is far worse than the city's. Even in some poor and remote areas, the gap still significantly potential to expand. In view of this situation,this paper construcs economics theoretical framework,and uses the provinces of urban and rural residents in the national sample survey data, and uses the C-D function and BP neural network model, and estimates the effect of the size of the gap between urban and rural areas of food safety.Explaining the formation mechanism of the effect of the use of cognitive - behavior - income (satisfaction) to analyze the effect of welfare the consumption of urban and rural residents by the three stage model, and combined with the macro statistics, and also estimating the spatial Durbin model of urban and rural consumption of food safety, the spillover effect between city and countryside and the rural city. Finally, through the deconstruction of urban and rural food safety gap effect, this paper puts forward the countermeasures of urban and rural food safety supervision to realize the integration of urban and rural food safety.
