Research on senior high schools in cities specially designate by the government ordinances in the period of lifelong learning society and school-aged population decrease

(1)在政府法令特别指定的城市（seireitoshi），市立学校（包括幼儿园）及其教育因各城市的历史、传统、财政等原因而各不相同。(2)目前各市市级高中改革的当务之急是建立特色学校、特色系等，完善升学考试制度。市立幼儿园则是延长育幼期和减少机构。(3)市（seireitoshi）虽然是地方政府的单位，但几乎没有教育权力。据调查，他们正在寻找新的收入来源，并获得采用学校教科书和批准任命每个学校董事会负责人的权力。(4)市立学校过去和现在都对其社区作出贡献，特别是在职业教育和女童教育方面。在地方学校和私立学校中，有些学校的地位下降，教师交流停滞不前。(5)城市教育权力形成的历史和高中改革的现状与未来是我报告中作为进一步研究基础的重要课题。

(1) In cities specially designated by the government ordinances (seireitoshi), municipal schools (including kindergartens) and their schooling are various caused by history, tradition, finance and others of each city.(2) Matters of reform of municipal senior high schools now crying out in each city are concentrating upon establishment of characteristic schools, departments etc. and improvement of entrance examination systems. In case of municipal kindergartens are extension of nurture period and reduction of their institutions.(3) Cities (seireitoshi) have few educational powers despite being units of local government. According to inquiry, they are looking for a new source of revenue and for powers to adopt school textbooks and to approve of appointing superintendent of each school board.(4) Municipal schools were and are having contributed to their communities especially in the aspects of vocational and girls education. There are some cases lowering their position among prefectural and private schools and stagnating teacher interchange.(5) Important subjects which my report treats as bases for further studies are the history of formation of cities' educational powers and the status quo and future of senior high school reform.
