Agricultural Research and Extension in the time of Globalization

本研究的目的是探讨如何提高公共研究所的农业研究和通过推广服务传播新技术的效率，并加速农业生产中的技术变革。主要的事实发现如下。大多数公共研究所的研究人员认为目前的研究选题制度是合适的。而大多数推广工作者的意见是，目前的研究选题制度是不合适的。有必要完善现有的研究选题制度，使农民和生产者群体有机会更直接地表达他们的研究需求。大多数科研人员和推广人员认为，公共科研院所与农业生产现场的科研活动之间的沟通与合作还不够好，需要加强沟通与合作。大多数研究人员和推广工作者认为，目前研究人员向农民传播研究成果的方式运作不佳。这意味着应重新审查技术和信息的传播方式，并应采取必要的措施。在评价研究成果时，应考虑研究成果对研究所所在地区农业发展的贡献。

The objective of this research is to investigate measures to make agricultural research at public research institutes and diffusion of new technologies by extension services more efficient, and to accelerate the technological change in agricultural production. Major factfindings are as follows.1. Majority of researchers at public research institutes considered that the current system of research topic selection was appropriate. While opinions of majority of extension workers were that the current system of research topic selection was not appropriate. It is necessary to improve the current system of research topic selection so that farmers and producers groups can have opportunities to express their research demand more directly.2. Majority of researchers and extension workers considered that communications and cooperation between research activities at public research institutes and agricultural production sites were not well organized, and these communications and cooperation should be improved.3. Most of researchers and extension workers considered that current dissemination rote of research results from researchers to farmers was not functioning well. This implies that the dissemination rote of technology and information should be reexamined and necessary measures should be taken.4. Regarding the evaluation of research results it is necessary to take into account the contribution of research results to agricultural development of the prefecture where the research institute is located.
