The Change of Silicon Valley and the Reconstruction of the Regional Innovation Model

硅谷的IT产业在21世纪头10年一直在萎缩，而台湾、中国和印度等亚洲国家的IT产业却在发展。由于前一地区的IT企业将业务外包到后一地区，硅谷的IT产业一直在“空心化”。在上述亚洲国家的IT工业区，与硅谷不同，中央政府的核心作用是建设工业基础设施，使企业家能够发展自己的业务。

Whereas the IT industries in Silicon Valley have been shrinking in the 2000s, those in Asian countries like Taiwan, China and India have been developing. Since IT corporations in the former area have been off-shoring their business to the latter area, the IT industries in Silicon Valley have been "hollowing out." In the IT industry regions of the above Asian countries, different from in Silicon Valley, the national government had the central role of building the industrial infrastructure so that entrepreneurs could develop their own business.
