Development of Cooperative Community Bus System and Social Capital in Rural Region

通过问卷调查，分析了社区公交组织在项目管理中的应用情况和社会资本开发情况。分析表明，居民和公共部门的商业组织和合作组织将项目管理技能很好地应用到他们的公交运营中。运营人员和用户之间的社会资本通过他们的社区公交车的合作和利用得到了发展。这些结果表明，地方政府发展合作社区公交系统在地方社区内筹集社会资本是有效的。

The application of project management and the social capital development by community bus organizations were analyzed based on a questionnaire survey. The analysis revealed that commercial based organizations and cooperative organizations of residents and public sector applied the project management skills well into their bus operations. Social capital among operation staffs and users had been developed through the cooperation and utilization their community buses. These results suggest that it is effective for local governments to develop cooperative community bus system for raising social capitals within local communities.
