Study on the Construction of New Publicness and the Development of Third Sector in Mental Health Welfare

本研究通过借鉴国内外创新的政策措施和实践，对日本精神卫生福利制度在某些方面存在“过时和不适应”的问题提出改进建议。在这项研究中，我们重点比较了意大利和日本的合作举措，这两个国家将公众参与和多样化的合作作为构建新的服务提供系统的新核心要素。我们的研究证实了创建一个宽松的可持续网络的重要性，通过邀请当地社区提供劳动力，同时为提高生活空间和生活质量做出贡献，从而吸引当地社区的热情好客。该研究还强调了制定危机干预综合方案的重要性。

This study proposes suggestions for the improvement of the mental health welfare system in Japan, which has been found to be "obsolete and unfit" in certain aspects, by learning from examples of innovative policy measures and practices in Japan and abroad. In the study, we focused on some comparisons with collaborative initiatives in Italy and Japan which established public engagement and diverse cooperation as new and central elements in the construction of new service delivery systems. Our study verified the importance of creating a loose sustainable network that draws upon the hospitality possessed by the local host community by inviting them to provide labour while contributing to the enhancement of living spaces and quality of life. The study also highlighted the importance of creating an integrated scheme for crisis interventions.
